How to always display a vertical scroll bar on a webpage is surprisingly simple.
This code will always display a vertical scroll bar and it will be dormant until it is required.
For the past few days I have been doing a wee bit of web design at work and it was annoying me that when I flipped between two web pages one had a scroll bar and one didn't (this was then shifting all the text across about 3mm. Minor thing, but annoying all the same. So I put in a fixed scroll bar by adding this code to my CSS.
